Road user charge (cars exempt)
Estonia has no vignette for passenger cars. The 'teekasutustasu' road user charge applies only to goods vehicles over 3.5 t — passenger cars and light commercial vehicles up to 3.5 t are exempt and there is nothing to buy. Important: some reseller websites sell an 'Estonia e-vignette' — for a car this is meaningless, because the charge applies to heavy goods vehicles only. Do not pay for anything.
Road toll
Estonia has no toll roads for passenger cars — the road network is free to use. There is nothing to buy, so if any website offers to sell you an Estonian road toll for a car, do not pay.
Winter tyre rule
Estonia's winter tyre rule is a calendar mandate: winter tyres are compulsory on all vehicles from 1 December to 1 March, regardless of the day's weather. From 1 December, non-studded winter tyres must carry the 3PMSF symbol. The Transport Administration (Transpordiamet) recommends fitting winter tyres around 15 October and keeping them until about 15 April. Important: unlike Finland, where the rule depends on actual conditions, Estonia uses fixed dates — driving from Finland into Estonia in December, you must have winter tyres in Estonia even on a dry day.

112 is the single emergency number in Estonia. In an accident with injuries, call 112 and stay at the scene.

Roadworthiness testing is compulsory for every car registered in Estonia: a newly registered passenger car is first tested after 4 years, then every 2 years. The test must be done at an approved test point. Important: an ordinary repair workshop is not necessarily an approved test point — check the official register before booking.

Motor liability insurance (liikluskindlustus) is compulsory for every vehicle registered in Estonia. LKF (Liikluskindlustuse Fond) is the official Estonian Traffic Insurance Fund — it acts as the guarantee fund and the green-card bureau.

Car servicing and repair in Estonia is a commercial matter, not a state duty — there is no official state portal for it. To find a workshop, use your manufacturer's dealer locator.
Vehicle registration
Vehicle registration is handled by Transpordiamet, with citizen e-services available via eesti.ee. Registration, insurance and roadworthiness testing are separate duties — completing one does not cover the others. Important: the e-services may require Estonian authentication (ID-card or Smart-ID), so a foreign owner may need to visit Transpordiamet in person.
